'Outside of combat, the referee describes the passage of time in minutes, hours or days as dictated by the narrative of the game.'
This is where I'd suggest adding detail about the role of players and the GM in controlling the flow of the game. Write for a person who has never GM'd before.
Does the GM have absolute control over framing scenes? Can he cut away to a new scene even if a player objects? What things should we say to cut from one scene to another? Or do you want the flow of the game to be continuous, with some fast-forward maybe but with no sharp cuts? Is every tick of the clock accounted for in this game? If these points are flexible, say so and present options for a new GM.
