What statistic do non-weapon Super Science devices use to make a reliability check?

I would suggest using Intellect instead.  Melee and ranged weapons already use different stats for Reliability (Strength and Spirit, respectively).

That idea was considered and discarded for the following reasons: (1) Spirit represents, among other things, a character's luck and how they move through the world; (2) a device is portable and could be used by another character and keeping track of the creator's Intellect seems needless bookkeeping; and (3) to follow-on, you wouldn't keep track of the Fortitude of the weaponsmith that created your sword. Ideally, everything should work the same whenever possible.  Strength is just too obvious of a choice for Reliability in melee to ignore.  While any and all devices, ranged weapons included, use Spirit.
