Unless noted otherwise, a Critical Success allows the caster to increase the range or duration by a step on the Range & Duration Steps table. The Critical Success, however, cannot be used twice, so it could not increase the damage of Elemental Strike and the range.
If a power has a Critical Success listed, can the player opt to increase range or duration instead?

Yes. I have adjusted the text as follows:
A Critical Success allows the caster to increase the range or duration by a step on the Range & Duration Steps table. Some powers list additional options for a Critical Success. The Critical Success, however, cannot be used twice, so it could not increase the damage of Elemental Strike and the range.
